Hennepin County requires cities to offer organics recycling in order to continue receiving funding. Consequently, the City of Maple Grove requires haulers to offer the service in order to maintain their refuse haulers license in the city.
Hennepin County and the City of Maple Grove are not charging garbage haulers, but haulers are required to offer organics pickup. The haulers decide how to capture the cost of providing that service. Increased participation in the service decreases the cost to participate.

No. Residents have the choice to participate or not in organics service.
Each garbage hauler has the choice of whether to charge an additional fee or to allow residents to opt-out. Residents may switch to a different hauler that only charges if the service is used.
This is a choice made by individual garbage haulers. If a hauler does not give a choice to opt-out, residents may choose to switch to a garbage hauler that offers that option.

Your organics must be bagged before you place them in your organics cart. Acceptable bags generally include BPI-certified compostable plastic bags. Some programs also allow you to use Kraft paper bags.
BPI-certified compostable plastic bags may be provided by your hauler, or they can be purchased at most retail stores, grocery stores, or online. If you are purchasing your own, you may want to try different brands to find what works for you - they will all perform differently.
Check with your hauler to see what items need to be bagged for your program. Some programs allow you to put larger items like pizza boxes from delivery and paper egg cartons into your cart without being bagged.
